"Amongst other things, border guards of both countries (Estonia and Russia) put together a joint protocol on the border violation, which states that it came from the territory of the Russian Federation to Estonia and back, not the other way around. The written document states that a citizen of Estonia went missing during the border violation," said the spokesman for Estonian Security Police.

"The Estonian official was not carrying any 'intelligence related' material, because he was carrying out an information collection task relating to cross-border smuggling and corruption," added the spokesman.
